On 8 and 9 June 2012, Isabelle Maras, former Visiting Fellow at EUPM, was invited to join the final seminar on “The Impact of the European Union Police Mission in Bosnia and Herzegovina from 2002-2012. Seminar on 10 years civilian crisis management in Bosnia and Herzegovina, the Western Balkans and lessons learned for the future of CFSP/CSDP„ in Sarajevo. The seminar was jointly organized by the EU Police Mission and the EU Institute for Security Studies (EUISS) and gathered representatives of the EU institutions in Brussels and in Bosnia-Herzegovina (European Commission, EU Delegation in BiH, EEAS, EUSR), representatives of the Bosnian Ministry of Foreign Affairs and Security and of State-level law enforcement agencies, the Court and the Parliamentary Assembly as well as representatives of EU member states (CIVCOM), think tanks, academics, practitioners and representatives of the civil society. There were several plenary sessions focusing for example on “The EU and the Rule of law in the Western Balkans”and “Police and judiciary reform in BiH” as well as thematic workshops on e.g., „Strategic guidance, coordination and evolution of mandates“. The EU police mission (EUPM) was the first ever and longest-running mission under the CSDP. The main goal of the seminar was to present a „state of the art“ of the achievements and overall impact of the mission in the field as well as the lessons learnt for the Common Security and Defense Policy after ten years of implementation.
