Test Case Kazakhstan?

In this publication for the Valdai Club, Ulrich Kühn examines the possible effects of Kazakhstan's accession to the Nuclear Non-Proliferation Treaty (NPT). On the one hand, the accession means that the treaty is enjoying increasing popularity. Kazakhstan is now the 24th treaty member worldwide. On the other, Kazakhstan is also likely to become a test case. This is mainly due to the fact that Russian launchers and their explosive devices are still being tested on Kazakh territory. However, these activities are probably not in line with the provisions of the NPT.
