In an interview with The Irish Times, Dr. Ulrich Kühn talks about the nuclear danger of the war in Ukraine and the behavior of Russian President Putin. Putin's rationality is difficult to assess, especially because he already has taken an immense risk by invading Ukraine. We should be concerned, but it seems that President Putin is not the sole one to have authority to launch a nuclear strike.
