In his OSCE Insights contribution Walter Kemp examines past attempts to develop a strategy within the OSCE, focusing in particular on the Strategic Policy Support Unit (SPSU). He examines the reasons behind their limited success and their impact on the Organization. Kemp concludes with recommendations on how to develop a co-operative security agenda that would revive the OSCE and contribute to rebuilding the European security architecture.
