OSCE Secretary General welcomes Track II Initiative

In a recent statement at the sidelines of the 18th OSCE Ministerial Council, the Organization's Secretary General, Ambassador Lamberto Zannier welcomed a multi-country think tank initiative for the development of a "Euro-Atlantic and Eurasian Security Community". "I look forward to the results of this joint project. I am confident that its findings and recommendations will provide a fresh impetus for dialogue and for action", Zannier stated. At the same time the foreign ministers of Germany, France, Poland and Russia in a joint communiqué expressed their support for the initiative.

The Initiative is called IDEAS and aims at conceptualizing a "free, democratic, common and indivisible Euro-Atlantic and Eurasian security community stretching from Vancouver to Vladivostok", as envisioned by the OSCE participating States in their 2010 Astana Commemorative Declaration. Jointly carried out by the Fondation pour la Recherche Stratégique (FRS), the Centre for OSCE Research (CORE), the Polish Institute of International Affairs (PISM) and the Moscow State Institute of International Relations (University) of the MFA of Russia (MGIMO), CORE on behalf of IFSH will significantly shape the initiative's profile. In a first step CORE together with the Federal Foreign Office will conduct a workshop in February 2012 in Berlin. Followed by similar events in Paris, Warsaw and Moscow representatives of the four institutes will jointly draft a final report summarizing the key findings and suggestions as brought forward during discussions. The final report will be presented to the OSCE at the end of 2012.
