On 19 April 2023, international experts gathered at a workshop, jointly organized by IFSH and the Center for Strategic and International Studies (CSIS), in Washington, D.C. to discuss the future of arms control against the background of a changing international order and technological landscape. The workshop featured a diverse array of presentations on, inter alia, the conditions for success in past arms control endeavors, the political, strategic, and intellectual foundations of arms control efforts in the United States and Europe, and new arms control concepts to cope with constraining technical and political conditions. The Rising Voices Panel featured presentations by researchers in the Pre-Doc stages of their career with a focus on the complex interactions between arms control, deterrence, and AI.

The participants are members of the Arms Control and Emerging Technologies Working Group, co-chaired by Dr Ulrich Kühn (IFSH) and Dr Heather Williams (CSIS). This Working Group is part of the Research Network Rethinking Nuclear Deterrence, launched by the Managing the Atom project at the Belfer Center at Harvard University and funded by the MacArthur Foundation.
