Defense ministries regularly refer to climate security in their strategy documents. Recently, “civil” ministries also begun mentioning climate security. However, they do not mean the same thing. In this peer-reviewed article, which was published in International Studies Review, IFSH researcher Anselm Vogler compares 120 documents and finds substantially different framings of climate security in publications of civil and defense ministries.
