From November 13-15, 2015 an international workshop on “Stability at Low Nuclear Numbers: Alternative Framings” took place at Cornell University, Ithaca. Participants included, amongst others, Peter J. Katzenstein, Judith Reppy, Catherine Kelleher and Matt Evangelista. On behalf of IFAR² Ulrich Kühn took part and presented a paper on “Institutional Resilience: Guarding Stability at Lower Numbers?” The aim and focus of the workshop was to envision alternative framings for a stable transition to lower levels of nuclear weapons and to address the impediments to such endeavor.
