Military Use of Emerging and Evolving Technologies – Current Conflicts and Developments
This panel examines the role of emerging and evolving technologies in warfare. Our speakers will introduce three technologies and technological applications: uncrewed weapon systems, i.e., drones and loitering munitions, cyber operations, and the space dimension. We will discuss how these technologies impact recent and ongoing conflicts, where they bring military or other advantages and how they raise legal challenges. For example,
- Armed drones played a decisive role in the 2020 Nagorno-Karabakh war;
- Modern loitering munitions blur the line between semi- and fully autonomous weapon systems;
- Russia has used Ukraine as a test range for destructive cyber operations for many years but during the war the impact of cyberattacks was rather limited;
- private hackers associated with Anonymous tried to attack Russian infrastructures, raising major ethical and legal challenges;
- Satellites become priority targets in military conflicts. Yet as the war in Ukraine highlights, private space actors providing open-source intelligence and other critical services to Ukraine gain in relevance but raise legal questions.
