Dr. Ulrich Kühn, in collaboration with Dr. Heather Williams (Center for Strategic & International Studies), has compiled a special issue for the Journal of Strategic Studies. This issue examines governance strategies for addressing emerging technologies, ranging from multilateral and bilateral regulation to unilateral deterrence policies. Through historical and comparative case studies, and by leveraging novel data sets, the authors conclude that the effectiveness of technology governance hinges on a complex mix of actors, the timing of regulation, and the nature of the technology itself.
The special issue stems from two workshops on arms control and emerging technologies, which were organized in Washington, D.C. and Hamburg in 2023. These events were hosted by the Institute for Peace Research and Security Policy at the University of Hamburg and the Center for Strategic and International Studies, and were held within the framework of the Rethinking Nuclear Deterrence Network, coordinated by the Project on Managing the Atom at the Belfer Center for Science and International Affairs at Harvard Kennedy School.
