The then Federal Minister of the Interior was answering the question as to exactly what the acute threat was when a football match was cancelled in Hanover shortly before kick-off and thousands of people were cleared from the stadium. A few days earlier there had been several simultaneous terrorist attacks in Paris.
Transnational terrorism and a tense international security situation increase the need for more security. “Security as a human right” - the Cusanuswerk in Münster took the quotation of the former minister, which became a dictum, as the title and hook for this year's holiday academy: Security as a human right.
Many things that can endanger peace and security are more incalculable than ever: transnational terrorism, interstate conflicts, failed states, nuclear armament, cyber attacks.
Dr. Hendrik Hegemann and Prof. Dr. Götz Neuneck from the IFSH spoke at the conference about the current challenges in security policy and discussed them with the scholarship holders of the Foundation for the Highly Talented. In his introductory lecture, Hendrik Hegemann spoke on “Rendezvous with globalization? Security Policy in 'Insecure Times'”, while Götz Neuneck in his contribution dealt with the question "Status and Development of Nuclear Weapons: Is the Cold War Returning?".
