Why Germany and France still have different views on security policy - New Policy Brief

Barbara Kunz contributed the article “Paris and Berlin: still no strategic convergence, while the big questions return” to the Security Policy Library of the Norwegian Atlantic Committee. She explains why Germany and France still have not reached a common understanding on security policy considerations. Barbara Kunz observes the different expectations the two countries have of joint military projects and underlines Germany and France's differing threat perceptions. It is for these and other reasons that both states´ attitudes are still not consistent with each. At the end of the paper, the author looks to the future and gives an indication on how the upcoming federal elections in Germany and the next presidential elections in France could influence the bilateral cooperation in the area of security. Dr. Barbara Kunz works at the IFSH as a senior researcher on European security and defence affairs.
