In the past decades, the United Nations Conference on Certain Conventional Weapons (UNCCW) has heavily struggled to pass legally binding treaties. With the current process on the use of autonomy in weapons systems at risk to fail, there is one urgent question: How can the UNCCW’s decision-making ability be restored? As an answer, Elvira Rosert proposes a procedural reform – to replace the current consensus principle with majority voting.
